Subject: Waste Reduction Technology
Final Stage 2 RFP
This is to let you know that the final Stage 2 Waste Reduction Technology RFP was issued to the
following short-listed companies on October 16, 2006:
1. Covanta Energy Corporation
2. L-Con Constructors
3. Wheelabrator Technologies, Inc.
The following is our revised timetable to complete the RFP process:
• Issue Stage 2 RFP -October 16, 2006
• Pre-proposal Conference -Late November/Early December (TBD)
• Stage 2 Proposals Due -February 16, 2007
• Initial Proposal Evaluation Complete -March 2007
• Proposer Interviews/Presentations -March 2007
• Evaluation Committee Recommendation to Council - Apri12007
• Commence Negotiations with Selected Proposer - Apri12007
• Negotiations Complete /Contract Executed -June 2007
As stated in yesterday's meeting of the Environmental Management Committee, the RFP
consultants have been speaking with officials from each of the short-listed companies to respond
to some of their concerns. To date, we are not certain whether any of the companies listed above
will be submitting a proposal. Our original timetable was extended to provide the consultants
with enough time to complete their discussions.
