Higa, Chairman and <br /> Members of the Hawai'i County Council " <br /> Hawai'i County Council <br /> 25 Aupuni Street <br /> Hilo, Hawai'i 96720 <br /> <br /> Re: Operating Budget <br /> <br /> The State Legislature in 2004 enacted Act 159, to amend Chapter 138 of the Hawai'i Revised <br /> Statutes, Relating to Wireless Enhanced 911 Service For Mobile Phones, for the purpose of <br /> enabling appropriate public safety agencies to be provided with a display of a 911 caller's <br /> identification and location regardless of the technology used to make and transmit the 911 call <br /> when using wireless communications. The State has mandated that all Public Safety Answering <br /> Positions be able to identify and locate cellular calls to the E911 Dispatch Centers and the <br /> expectation is that all counties, state, and federal E911 locations subscribe to the same software <br /> provider as a means to integrate and interoperate across the islands. Act 159 also established <br /> the Wireless Enhanced 911 Board under the State Department of Accounting and General <br /> Services to administer the amended Chapter 138 of the Hawai'i Revised Statutes. <br /> <br /> The procurement, installation, and implementation of the County of Hawai'i's Wireless Enhanced <br /> 911 System will be administered by the Data Systems Department and will be used by the <br /> County's Fire and Police Departments. Upon agreement with the County, the Wireless Enhanced <br /> 911 Board will provide reimbursement for funds expended toward the reasonable costs to lease, <br /> purchase, or maintain all necessary equipment, including hardware, software, and data base <br /> provisioning, required to provide technical functionality for Wireless Enhanced 911 Services. <br /> <br /> Enclosed is a resolution to authorize the Mayor to enter into an agreement with the State's <br /> Wireless Enhanced 911 Board for the appropriation and reimbursement of funds for the <br /> Enhanced 911 Systems for Wireless Communications. <br /> <br /> Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating <br /> $350,000, the anticipated costs of this project, to the Wireless E911 System account. <br /> <br /> <br /> Comm.
