These program funds, derived from the Department of Homeland Security, are to be used for the continued development of three (3) programs: 1) State Homeland Security Program (SHSP); 2) Law Enforcement Terrorism Prevention Program (LETPP); and 3) Citizen Corps Program (CCP). The funds, being provided to prevent, deter, respond to, and recover from threats and incidents of terrorism, are the result of congressional funding for the purchase of specialized equipment to enhance the capability of state and county agencies to prevent and respond to incidents of terrorism but also supports "all hazard" preparedness initiatives. Enclosed is a resolution to authorize the Mayor to enter into an agreement with the State of Hawai'i Department of Defense, State Civil Defense for the HSGP funding. Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating the funds into the programs' accounts. REQUEST: To prepare a resolution to enter into an agreement and to accept a grant of $1,138,582.00 from State Civil Defense to be used for the continued development of the 1) State Homeland Security Program ($800,000); 2) Law Enforcement Terrorism Prevention Program ($300,000); and 3) Citizen Corp Program ($38,582). Also, please prepare a bill for an ordinance to appropriate specified funds to each program. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The State of Hawai'i has received funds for FY 2006 from the Department of Homeland Security, through the Office of Grants and Training. The grant is a result of congressional funding for the purchase of specialized equipment to enhance the capability of state and county agencies to prevent and respond to incidents of terrorism but also supports "all hazard" preparedness initiatives. The State Homeland Security Program is a core homeland security assistance program that provides funding for planning, equipment, training, and exercises to support emergency preparedness, prevention, response and recovery for homeland security. The funds will be used specifically for the Hawai'i Wireless Connectivity Initiative or the major system integration and modernization to attain an operable public safety responser wireless environment while simultaneously building out the existing interagency interoperability and for the Mass Casualty and Catastrophic Event Enhancement Initiative (to develop a comprehensive statewide Fire, EMS, HazMat, and Urban Search and Rescue program what provide a timely and effective response to routine Chemical, Biological, Radiological, Nuclear and Explosive [CBRNE] incidents and catastrophic events). The Law Enforcement Terrorism Prevention Program (LETPP) provides law enforcement communities with enhanced capabilities for detecting, deterring, disrupting, and preventing acts of terrorism. LETPP centers on prevention efforts which include information gathering and recognition of indicators and warnings, law enforcement investigation and operations, intelligence analysis and productions, CBRNE detection, intelligence/information sharing and dissemination, and critical infrastructure protection. The initiative for the LETPP is for a State and County Law Enforcement Operations that will augment, establish, and provide a Statewide Law Enforcement Command, Control, Intelligence, Surveillance, and Training capability with an all hazards mobile response system. The Citizen Corps funds are to support the Citizen Corps Councils with efforts to engage citizens in all-hazards prevention, protection, response and recovery. These efforts include planning, and evaluation, public education and emergency communications, training, exercises, volunteer programs and activities to support emergency responders, and providing proper equipment to citizen volunteers. The FY 2006 HSGP funds are provided to prevent, deter, respond to, and recover from threats and incidents of terrorism. The FY 2006 HSGP funds integrates funding for three programs for Hawaii County the State Homeland Security Program, Law Enforcement Terrorism Prevention Program and Citizen Corps Program. This grant is a result of congressional funding for the purchase of specialized equipment to enhance the capability of state and county agencies to prevent and respond to incidents of terrorism but also supports "all hazard" preparedness initiatives. The FY 2006 HSGP funding is distributed by program dollars and investment. The investment was a "collage" of program and capability reviews submitted by Hawaii County during the application period. A synopsis of each investment that Hawaii County is authorized to allocate funds is attached with the memorandum of agreement. The performance period for this grant is from July 1, 2006, through June 30, 2008. Hawaii County is the final recipient of $1,138,582.00. The grant funds are distributed in the programs below. Hawaii County response agencies should utilize the State Homeland Security Assessment and Strategy to more effectively fill the gaps between needs and existing capabilities. All funds will be recorded in an Initial Strategy Implementation Plan (ISIP) that identifies expenditures. The expenditures will be identified in a detailed budget worksheet and an ISIP portraying the use of the FY 2006 HSGP funds will be provided to Hawaii County Civil Defense Agency not later than September 30, 2006. The terms and conditions of the grant programs and the funds being distributed for each program to Hawaii County are in the attached Articles. If you agree with the requirements of the grant programs, please sign and return the original copy of each Article to State Civil Defense before September 15, 2006. To be eligible for future funding, the State has three requirements that must be fulfilled: • Distribute all funding against the Investment Implementation Strategy for Hawaii Homeland Security Plan and/or the Urban Area Security Initiative Homeland Security Strategic Plan; • the State must adopt the National Incident Management System (NIMS); and • develop scenario-based plans such as a Improvised Explosive Device Prevention Plan.
