Subject: Testimony regarding Bill 341 / Concerns
Councilmembers:
Unless certain issues are addressed, I have definite reservations about this bill. I do
not want to see the streets in our neighborhoods littered with cars on the sides of the
roads because there is no off the road parking space available for additional occupants on
the property in question or because they choose to park
in the street for convenience. On my street, I am tired of being
forced into the oncoming lane because of parked cars in the street taking up part of my
lane. On the street below me, there are two owner occupied houses near each other with a
great many tenants living with them as well. Distraught neighbors have had to build
fences on their property and to put rock or wood decorative barriers on the curb to
prevent the area directly in front of their houses from being used as a parking lot. This
area of the street looks trashy and will certainly deter potential homeowners from
purchasing property on that street.
I have no objection to an owner's being able to rent out part of his house to one person
to help make ends meet provided there is ample parking space on the property and the
additional cars do park there.
I do not think an owner should be able to turn his home into a
rooming house and get a homeowners exemption. If there is more than
one person renting, there should not be a homeowner's exemption.
Moreover, I think the county needs to have adequate personnel to follow up on complaints
in a prompt, efficient manner.
