D~ <br /> <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> <br /> AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A <br /> DESIGNATED FUND ACCOUNT(S) <br /> WHEREAS, on September 7, 2005, Howard Marks, Program Specialist, State Council <br /> on Developmental Disabilities, provided a presentation during a meeting of the Human Services <br /> and Economic Development Committee regarding Project Lifesaver International, a search and <br /> rescue technology to assist in locating missing persons; and <br /> WHEREAS, Council Member Fred C. Holschuh, M.D. representing District 1, Found <br /> said presentation to be compelling to the point that he initiated conversations with Fire Chief <br /> Darryl Oliveira of the Hawaii County Fire Department; and <br /> WHEREAS, during the course of these meetings, Fire Chief Oliveira expressed that <br /> under his direction, the Hawaii County Fire Department would like to take the role of lead <br /> agency that would implement Project Lifesaver International for Hawaii County; and <br /> WHEREAS, a total of $15,550 was transferred from District 1 Contingency Relief <br /> Account to the Hawaii County Fire Department to be expended on equipment and training <br /> expenses; and <br /> WHEREAS, from June 26-30, 2006, representatives from Project Lifesaver provided a <br /> week-long intensive instructive course for Hawaii County Fire Department personnel; and <br /> WHEREAS, it has been determined by the Hawaii County Fire Department, along with <br /> a committee created to oversee Project Lifesaver, which includes representatives from the <br /> Hawaii County Office of Aging and the Alzheimer's Association of Hawaii, that a pilot <br /> program is the most prudent route to initiate Project Lifesaver for Hawaii County; and <br /> WHEREAS, the Hawaii County Fire Department has requested funding to be expended <br /> for the creation of this pilot program; and <br /> WHEREAS, the Hawaii County Fire Department has concurred that these monies will <br /> be accepted for the express purpose of implementing a Project Lifesaver Pilot Program. <br /> <br />
