A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT(S)
WHEREAS, on September 7, 2005, Howard Marks, Program Specialist, State Council
on Developmental Disabilities, provided a presentation during a meeting of the Human Services
and Economic Development Committee regarding Project Lifesaver International, a search and
rescue technology to assist in locating missing persons; and
WHEREAS, Council Member Fred C. Holschuh, M.D. representing District 1, Found
said presentation to be compelling to the point that he initiated conversations with Fire Chief
Darryl Oliveira of the Hawaii County Fire Department; and
WHEREAS, during the course of these meetings, Fire Chief Oliveira expressed that
under his direction, the Hawaii County Fire Department would like to take the role of lead
agency that would implement Project Lifesaver International for Hawaii County; and
WHEREAS, a total of $15,550 was transferred from District 1 Contingency Relief
Account to the Hawaii County Fire Department to be expended on equipment and training
expenses; and
WHEREAS, from June 26-30, 2006, representatives from Project Lifesaver provided a
week-long intensive instructive course for Hawaii County Fire Department personnel; and
WHEREAS, it has been determined by the Hawaii County Fire Department, along with
a committee created to oversee Project Lifesaver, which includes representatives from the
Hawaii County Office of Aging and the Alzheimer's Association of Hawaii, that a pilot
program is the most prudent route to initiate Project Lifesaver for Hawaii County; and
WHEREAS, the Hawaii County Fire Department has requested funding to be expended
for the creation of this pilot program; and
WHEREAS, the Hawaii County Fire Department has concurred that these monies will
be accepted for the express purpose of implementing a Project Lifesaver Pilot Program.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that the following amount is hereby transferred and appropriated as set forth
below:

CREDITED TO:
010.221.5221.02 Hawaii County Fire Department $7,500.00

(Project Lifesaver, Pilot Program)
BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this
resolution to the Director of Finance and that the Director of Finance is hereby authorized to
make the necessary transfers in accordance with the terms of this resolution.
