Re: Testimony in Support of Bill 309 (Draft 4) (the "Bill") 1-'
Dear Chairperson Higa and Members of the County Council:
The State of Hawaii Department of Land and Natural Resources ("DLNR") is the owner of approximately 300
acres of land adjacent to the Honokohau Small Boat Harbor. These lands are a portion of the area included in
the proposed amendment "E-4" to the County of Hawaii General Plan under the afore-referenced Bill.
DLNR supports the proposed amendment "E-4" to the General Plan.
DLNR has entered into a development agreement with Jacoby Development, Inc. ("JDr'), which allows JDI to
pursue the development of a master-planned, mixed-use project called Kona Kai Ola. Kona Kai Ola is to be
developed on the 300 acres of DLNR lands and an adjacent 200-acre parcel leased by JDI from the Department
of Hawaiian Homelands. Under the development agreement, JDI has agreed to construct much needed public
facilities and infrastructure, including new recreational boating facilities, roadways, and utility infrastructure.
The successful development of a master-planned project on the DLNR lands by JDI would also generate
substantial revenues to the State and County, including lease rent and real property tax revenues.
The proposed amendment "E-4" to the General Plan is consistent with the existing Honokohau Small Boat
Harbor uses, as well as with the new marina and other public infrastructure proposed by JDI. As such, DLNR
supports the proposed amendment to the extent it will facilitate JDI's successful development of the DLNR
lands in a manner that is consistent with our development agreement with JDI.
