Higa Chair, Hawaii County Council county of Hawaii 25 Aupuni Street Hilo, Hawaii 96720 Dear Council Chair Higa: Subject: Support for Bill No. 309 (Amendment E-4) The Department of Hawaiian Home Lands (DHHL) strongly supports Hill No. 309 and Planning Director Chris Yuen's Interim General Plan Amendment changing all the lands under the jurisdiction of the Department of Land and Natural Resources (DLNR) adjacent to the Honokohau Small Boat Harbor, including the Kona Kai Ola project site, from "Open" to "Urban Expansion Area." DHHL has entered into a long term general lease with Kona Marina Development Group LLC, a subsidiary of Jacoby Development, for the development of our 200-acre parcel at Kealakehe. DLNR has also entered into a Development Agreement with Jacoby Development for approximately 300 acres adjacent to our lands. Jacoby Development has proposed a master-planned mixed-use commercial village on these 500 acres with an expanded marina and a new road to connect the harbor to Kailua Village. The selection of the developer was done prior to the General Plan being amended to remove the "resort" designation in February 2005. We encourage the County to approve Amendment E-4 in Bill No. 309, and make any other necessary amendments or clarifications to the General Plan now in order for this project to move forward successfully. q M Comm. Higa October 24, 2006 Page 2 As DHHL owns most of the mauka Kealakehe lands in the Villages of Laiopua in addition to the 200 acres near the Honokohau Harbor, the proposed plans for a mixed-use development including associated resort development, is an integral part of a master-planned community concept that promotes sel£- austainability and provides for our beneficiaries and the residents an opportunity to live, work, learn, and play within a new vibrant community. Bill No. 309 Amendment E-4 provides for a well-planned urban expansion area on these lands and we wholeheartedly support it. Thank you for allowing DHHL the opportunity of providing this Hawaii County Council with our support of Bill No, 309.
