Mtv of <br /> COUNTY OF HAWAII STATE OF HAWAII <br /> RESOLUTION NO. 513 l) 6 <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A <br /> DESIGNATED FUND ACCOUNT(S). <br /> WHEREAS, the State of Hawaii, Hawaii Tourism Authority has authorized funding, <br /> through its Natural Resources Program, to the Department of Reseazch and Development for the <br /> start of a Waipi`o Pazk Ranger Pilot Program; and <br /> WHEREAS, with the Waipi`o Valley being a very populaz tourist destination, the <br /> County will be using the grant funds to develop, plan and implement a one (1)-yeaz pilot <br /> program to contract rangers to staff the county park at the Waipi`o Scenic Overlook to monitor <br /> commercial and visitor activity, report any illegal activity to law enforcement, serve as <br /> educational resources for the public, enhance the visitor experience, and protect the environment; <br /> and <br /> WHEREAS, the pilot program strives to ensure the safety of all visitors and residents at <br /> Waipi`o Valley, enhance the visitor experience by providing education about the area's natural <br /> and cultural histories and resources; enhance the reputation of legitimate businesses in the <br /> tourism industry; and enhance the appeazance of the County Pazk located at the Waipi`o Scenic <br /> Overlook; and <br /> WHEREAS, the expected outcomes of this pilot program are: 1) an educated resident <br /> and visitor base will protect the natural and cultural resources of the Waipi`o Valley; 2) visitors <br /> will have an enhanced visit because they will leazn about the cultural and natural history of the <br /> area; and 3) there will be enhanced safety for visitors and resident; and <br /> WHEREAS, Ordinance OS-86, as amended by the passage of Bi11272-06 by the Hawaii <br /> County Council, appropriated a $60,000 grant from the State of Hawaii, Hawaii Tourism <br /> Authority to the County of Hawaii Department of Reseazch and Development to bring the <br /> expected outcomes of the Waipi`o Pazk Ranger Pilot Program to fiuition; and <br /> WHEREAS, the Department of Reseazch and Development is working with the Hawaii <br /> Tourism Authority to procure more funding to extend the Waipi`o Park Ranger Program for a <br /> second year; and <br /> WHEREAS, District 1 Contingency Relief monies, in the amount of $20,000 will aid in <br /> this effort to secure a second yeaz for the Waipi`o Park Ranger Pilot Program; and <br /> WHEREAS, the Department of Research and Development is in concurrence with the <br /> <br /> transfer of $20,000 from District 1 Contingency Relief Account for the express purpose of <br /> securing additional funds for a second year of the Park Ranger program at Waipi`o. <br /> <br />
