RE: Resolution seeking Council support for the creation of an Off-Highway V"eliicle Ring
facility in Hamakua.

I respectfully request that the resolution attached to this transmittal be placed on the appropriate
committee agenda for November 14, 2006.
This resolution seeks Council support for the creation of an Off-Highway Vehicle (OHV) riding
facility in Hamakua. For the purpose of this resolution, OHV's include Motor Cycles intended for off-
road use, more commonly known as Dirt Bikes, and All-Terrain Vehicles, more commonly known as
ATV's or Quads.
I believe the influx of these vehicles within our County has caused numerous issues that require
rectification. Among these issues are illegal riding that scars land features, causes conflicts among
neighbors that sometimes end in violence, and perhaps most important and urgent, serious injuries and
fatalities when these vehicles are operated inappropriately on our public and private roadways and lands.
Attached to this resolution is an informal proposal with anecdotal and supplemental information.
