Re: Resolution for multi-year lease
Enclosed is a resolution authorizing the Department of Public Works to enter into a multi-year lease
for five (5) years for a parcel of land identified as TMK: (3) 7-9-07: 37, in Kainaliu, North Kona,
Hawai'i. Under this lease, between the County of Hawai'i and Oshima Bros., Inc. (a.k.a. Oshima
Store), the County will be allowed to construct a temporary off-street public parking lot.
This proposal will provide additional public parking spaces to aid in the: 1) the replacement of on-street
parking that the Department would like to temporarily disallow (time-limit parking) during a proposed test.
This test would be to disallow on-street parking during the AM & PM peak traffic periods. The temporary
removal of on-street parking will allow smoother traffic flow, especially through the congested town area;
2) partial removal and adjustment of the undesirable perpendicular parking, fronting Oshima Store. This
adjustment will aid in the removal of the undesirable parking, whereby allowing smoother traffic flow,
especially through this congested area.
The Ground Lease Agreement for this property will be substantially in the same form and conditions
as the recent County Council approved Kamigaki Lease, in Kealakekua, South Kona.

A. REQUEST:
Resolution to allow the Department to enter into a multi-year land lease, for the construction of an off-street
public parking lot. This lease will be between the County of Hawaii and Oshima Bros., Inc. (a.k.a, Oshima
Store), sublease from the Isamu Oshima Trust and Corrine Oshima-Koseda, for the use of a parcel identified
as TMK: (3) 7-9-07: 37, in Kainaliu, North Kona, Hawai'i.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Department has negotiated with the property owner and leasee, and settled upon a multi-year lease to
allow the construction of an off-street public parking lot. This proposal will provide additional public parking
spaces;
1. To aid in the replacement of on-street parking that the Department would like to temporarily disallow
(time-limit parking) during a proposed test. This test would be to disallow on-street parking during the
AM & PM peak traffic periods. The temporary removal of on-street parking will allow smoother traffic
flow, especially through the congested town area.
2. To aid in the partial removal and adjustment of the undesirable perpendicular parking, fronting
Oshima Store. This adjustment will aid in the removal of the undesirable parking, whereby allowing
smoother traffic flow, especially through this congested area.
An amount of $10,937.43 per year, plus the waiver of the parcel's real property tax (present cost of $950.40
per year), is the agreed amount.
The Ground Lease Agreement for this property will be substantially in the same form and conditions as the
recent County Council approved Kamigaki Lease, in Kealakekua, South Kona.
