HIGA, CHAIR LA,~ HAWAII COUNTY COUNCIL REGARDING: TRAFFIC CODE AMENDMENT SECTION 24-281, SCHEDULE 29 PARKING PROHIBITED DURING CERTAIN HOURS AND SECTION 24-283, SCHEDULE 31 ONE HOUR PARKING AREAS Enclosed for your review and consideration is a Bill amending Chapter 24, article 10, division 5, section 24-281, schedule 29, Hawaii County Code 1983 (2005 Edition, as amended) relating to parking prohibited during certain hours on certain streets, and section 24-283, schedule 31, relating to one hour parking areas. Residents in South Hilo along Derby Street and Wilson Street are requesting no parking on both sides of the street from 7:00 p.m. to 7:00 a.m. because of safety issues to the community. The amendments will add the following parking restrictions to section 24-281(c), "Derby Street, between the hours of 7:00 p.m. to 7:00 a.m. and Wilson Street between the hours of 7:00 p.m. to 7:00 a.m." Business owners and residents in South Hilo along Kilauea Avenue beginning from Aupuni Street towards Kapi`olani School are asking for one hour parking. The amendment will add the following one hour parking area to section 24-283 (c): Kilauea Avenue southwest side, beginning from a point thirty-eight feet south of Aupuni Street and extending three hundred twelve feet in the southerly direction, except for those areas designated as No Parking Zones and Freight Loading Zones, between the hours of 8:00 a.m. and 8:00 p.m. from Mondays to Fridays. Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of Hawaii, this written request is submitted with my approval that the above-referenced matter be waived from the Public Works and Intergovernmental Relations Committee to the full Council for immediate action. In reviewing this matter, timely approval is crucial. It is therefore advantageous that approval is granted and the matter placed onto the next Council agenda for review. However, in the event this request is denied, for whatever reason, I understand the matter shall be referred to the Public Works and Intergovernmental Relations Committee for placement on its future agenda.
