Mr. Chairman and all members of the County Council, Aloha!
I am here to testify regarding Bill 309, an ordinance amending the Hawaii County
General Plan.
I would support the proposed E-2 amendment if it were amended to mandate
a 100 foot buffer within the "Shores of Kohanaiki" along its entire border with the
Kaloko Historical National Park.
I strongly oppose E-4. I won't go into history except to remind us all that in
2001 our County Planning Director initiated and advocated the "Open"
designation for the DLNR Honokohau property. Over time, the community
massively supported this re-zoning, and this very Council formally agreed with
the Planning Director by re-designating this property as "Open" in February 2005.
I prefer to not Sper..LilatP about the reasons for the proposed "Urban" re-zoning
which was proposed as the sensible option, once the requested ]acoby
hotel/resort was rejected. Currently, to those of us who are working on the
KCGDP and who are looking, perhaps even more seriously and comprehensively,
at the challenges which are already impacting West Hawaii and at those which
must be avoided, the only acceptable designation for the DLNR Honokohau
property is "Open".
I strongly oppose F-2. While I, disu, could cite reasons why even a signed
voluntary covenant guaranteeing that the Kealakekua property in question may
nut, in perpetuity, be subdivided into lots smaller than 2 acres, Inadequately
protects the island jewel which is the Kealakekua Bay, I believe that the only
necessary reminder to this Council is that the only legally defensible designation
for this Kona Coffee Belt land, is "Important Agricultural Land".
