Angel; Isbell, Virginia; Safarik, Gary; Ikeda, Donald;
Jacobson, Bob; Arakaki, James; Hoffmann, Pete
Subject: Testimony for consideration by the County Council September 7, 2006 + Fw: General Plan
"accountability"
UJ
1
Cf)
Testimony for Consideration by the County Council, Sept.7, 2006 -

September 5, 2005

Dear County Council Members,

At this last Saturday's meeting of the Environmental Quality Working -Group for the new Kona
Commu itv Development Plan, it was clear that the members of our committee were all very concerned
that F-2 was being sacrificed... for "accountability"... but none of us was clear enough to judge the pros
and cons. Unfortunately, Chuck Flaherty, also a member of our working group, was sick and did not
attend our meeting but his letter (see below) outlines his carefully researched input... and I totally agree
with his conclusions.

The delete F-2 is enormously important to us - the members of the watershed section of our Working
Group/Committee have done considerable research on the subject as part of their contribution to the
goals, themes and actions that they are proposing to the experts whom the County Council hired to put
together a good new County General Plan using all the community input during all these many months,
and they all feel it is imperative that F-2 be deleted.

F-2 sounds like the death knell of Kealakekua Bay to me...not only is its water quality endangered by
passage of F-2 (which means further degradation of the coral ...and therefore of the Bay's sea life), but it
risks leaving this area wide open for more Hokulias, and more housing development in an area that
should stay agricultural. This is definitely not to the advantage of the community who live in this area
(including me!) or to the eco-tourism ( diving, kayaking, swimming, boat tours, etc., etc.) that is so
important a part of South Kona's economy.
This is a tough one, I'm sure, and I truly hope you can work on drafting a stronger amendment about
"accountability." It is imperative, for the community's welfare, that you find some way to set up public
hearings on F-2 in Kona the area directly concerned, and as soon as possible, and hear us out. For
such hearings, I promise you there will be a very large turnout.

Aloha and many thanks for your hard work for our island.

Esta Marshall Q
P.O.B. 916 Comm.
