Subject: Support for Bill No. 309 (Anandzrer.t E-4)
The Department of Hawaiian Home L1nds (DHHL) strongly
supports Bill 309 (Amendment E-4) and Pa mnin~, Director Chris
Yuen's I=erim General Plan Amendment caanging all the
Department of Land and Natural Resources (:LNRI :Land adjacent to
the Honokohau Small Boat Harbor, includiig t1•e Kona Kai Ola
project site, from "Open" to "Urban Expansion Ar<_a,"
DHHL entered into a long term general :,ease with Kona
Marina Development Group, LLC, a slosidiary of Jacoby
Development, for the c!evelopment of oui 200'-alvre parcel at
Kealakeh.e. DLNR has also entered into a Devole;pment Agreement
with Jacoby Development for approximately = acrres adjacent to
our lands. Jacoby Development proposes a mass:e._-planned mixed-
use commercial development on these combir ad 500 acres with an
expanded marina and a new road to con .ect Queen Kaahumanu
Highway to Kailua Village. The selection )f rzl7cby Development
by both state agencies was done prior to tie Oeneral Plan being
amended in February 2005. So, we encoural a the County to make
the amendments to the General Plan neede3 in crder for this
project to move forward successfully,
As DHEfL owns most of the mauka Keal kah lands including
the Villages of La'i'opua in addition t the 200-acres near
Honokohau Harbor, the proposed plans for a nixed use development
is an integral part of a master-planned c mmunity concept that

Promotes s•sstainability in the ahupua'a ind provides for our
beneficiaries and the residents an oppor unil:y •!~o live, work,
learn and play within a vibrant community.
Hill 309 Amendment E-4 provides for a vel.l-planned urban
expansion area on these :Lands and we wholeh!arte<ily support it.
