Comm. 1161: RESOLUTION SUPPORTING THE PARTNERSHIP DEVELOPMENT OF AN
(Res. 507-06) OFF-HIGHWAY VEHICLE RIDING FACILITY 1N THE HAMAKUA DISTRICT
(seeks Council support for the creation of anOff-Highway Vehicle [OHV] riding
facility in Hamakua. OHV's include Motor Cycles intended for off-road use,
commonly known as Dirt Bikes, and All-Terrian Vehicles, commonly known as ATV's
or Quads).
From Councilman Fred Holschuh, dated October 3, 2006, transmitting the above
resolution. States that the influx of the OHV has caused numerous issues including but
not limited to illegal riding that scars land features, conflicts among neighbors and
most important and urgent, serious injuries and fatalities when operated inappropriately
on public and private roadways and lands.

lobbyist {Article 15, Section 2-91.3(b), Hawaii County Code}. A lobbyist means "any individual
engaged for pay or other consideration who spends more than five hours in any month or $275 in any
six-month period for the purpose of attempting to influence legislative or administrative action by
communicating or urging others to communicate with public officials." {Article 15, Section
