RE: Discretionary Funds (District 4) For 2006 Holiday Lights Program
The Hilo Downtown Improvement Association and the Department of Parks and Recreation seek
to continue its Holiday Lights program during the 2006 season, to further enhance visitor and
resident enjoyment in the downtown area for the holidays.
Discretionary funds from District 4 will be used by the Department of Parks and Recreation to
help pay for the costs associated with the Hilo Downtown Improvement Association's 2006
Holiday Lights Program.
Enclosed is a resolution authorizing the transfer of $3,750.00 from the Clerk-Council Services -
Contingency Relief account to the following account and project:

RE: Resolution No. 598_nF Transferring/Appropriating an Appropriation Out and
From the Designated Fund Account(s) and Crediting Same to a Designated Fund
Account(s).
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Finance Committee to the full council for immediate action. In reviewing this
matter, timely approval is crucial. It is therefore advantageous that approval is granted and the
matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Finance Committee
for placement on its future agenda.
