Dear Honorable Chairman Higa and Council Members:
Unfortunately, in late August, one of the Puna Community Development Plan (CDP)
Steering Committee members, Mr. Alan Rude, had to resign due to a requirement of his
new job. Mr. Rudo was one of two residents of the rapidly growing Hawaiian Paradise
Park (HPP) subdivision serving on the Steering Committee. I have approved the
recommendation of the Planning Department to appoint another HPP resident, Mrs.
JoAnne Backman, to fill the vacancy left by Mr. Rudo's resignation.
We would appreciate your immediate attention to this matter in order to bring the Puna
District Community Development Plan Steering Committee (CDPSC) membership to full
strength as soon as possible. Therefore, we are requesting that this matter be placed on
the November 14, 2006 Planning Committee Agenda for discussion, and confirmation of
this individual to be considered on the November 29, 2006 full Council agenda.
Mrs. Backman was on the original list of recommended committee members sent to me
in May of this year as one of three alternates. JoAnne continues to be interested in
serving on the Puna CDP Steering Committee. She is not a member of the Board of the
HPP Owners' Association, but serves on several of its committees, including the Coqui
Frog and By-Laws committees. JoAnne has enjoyed a 30-year banking career, serving in
every capacity from teller, Customer Service Manager and Loan Officer, Operations
Review Officer, and Documentation Administrator. A native of California, JoAnne has
resided in HPP full-time for five years, considers the Big Island home, and has an interest
in seeing the community develop in a way that maintains the quality of life and the aloha
that drew her and her husband to Hawaii.

RE: Comm. No. i 2oo (Mayor Harry Kim's recommendation of JoAnne Backman to fill
the vacancy on the Puna Community Development Plan (CDP) Steering Committee left

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Planning to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter placed onto the neat Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on
Planning for placement on its future agenda.
