Uate Npv 1 5-.2nn~ ' SAFE COMMUNITY HIGHWAY SAFETY PROGRAM QU.AR.1'ERLY KEPORT PROJECT TITLE: HCPD SEAT BELT ENFORCEMENT /OPOS-05 (O1-H-02) Priority Area: I Area: Occupant Protection The goal of this project is to reduce fatalities and injuries to front seat occupants, and rear seat occupants aged 17 and under, of motor vehicle collisions by increasing the usage rate of seat belts to 97% and usage rate of seat belt by rear occupants aged 17 and under to 90%. 1. Conduct 200 highly visible seat belt checkpoints island-wide. 2. Issue 2400 seat belt and child restraint citations at these checkpoints. 3. Issue 1200 citations for other violations. 4. Conduct media campaigns and provide public service announcements concerning seatbelt usage. 5. Participate in the national "Click It or Ticket "campaign. 6. Affect 50 arrests of persons during enforcement projects. GRANT PERIOD RESULTS (FOURTH QUARTER REPORT) • Conducted 56 highly visible seat belt checkpoints island-wide in the fourth quarter. Total of 210 grant funded checkpoints conducted during the fiscal year. • Issued 790 seat belt and 11 child restraint citations at grant funded checkpoints in the fourth quarter. Total of 2,965 seat belt and 66 child restraint citations issued during the fiscal year. • Issued 581 citations for other violations in the fourth quarter. Total of 2,424 citations for other violations issued during the fiscal year. • Initiated 3 arrests for traffic and other violations in the fourth quarter. Total of 16 arrests for other violations made during the fiscal year. f • Issued 411 moving citations at checkpoints during the fourth quarter. Total of 1,99 moving citations issued at checkpoints this fiscal year. Narrative• The goal of this grant was to reduce injuries by increasing the front passenger seat belt usage rate to 97% ,and usage rate of rear seat occupants to 90%. These goals were not attained. According to statistics compiled by the University of Hawaii during the "Click It or Ticket" seat belt enforcement campaign earlier held from January to February, 2006, the Big Island's seat belt usage rate was measured at 90.70% for front seat passengers and 87.14% for rear seat occupants. These figures dropped our overall average of compliance to 89.65%, the lowest that it has been in recent years. down from nearly 95%. In an attempt to attain our usage rate, all of the performance indicators listed under grant strategies were attained and surpassed. The number of checkpoints conducted, number of traffic citations issued for violations other than seat belt or child restraint violations and number of arrests initiated surpassed the indicators presented by a huge margin. Checkpoints were also conducted during major holidays and the "Click It or Ticket" mobilization. 1 HAWAII POLICE DEPARTMENT TRAFFIC SERVICES SECTION SERGEANT DEXTER VERIATO PHONE: 961-2305 JUNE 7, 2006 MEDIA RELEASE The annual "click It or Ticket" campaign for 2006 has come to an end nationally but Hawaii police plan to continue it informally until the middle of the month. During the official seat belt enforcement campaign from May 15 to June 3, Big Island Police issued 596 citations for front seat occupants and for back seat passengers under 18 who weren't buckled up. They cited another 19 drivers for violating the child restraint law. The combine total of 615 violations compares with only 146 citations last year. Sergeant Dexter Veriato, head of the Hawaii Police Department's Traffic Services Section, attributed the large jump to last year's officer manpower shortage. He said this year the Police Department was able to make more of a commitment to the campaign. "We were more prepared to go out and enforce than last year," he said. Police will continue roving patrols and seat belt enforcement checkpoints until at least June 15. After the campaign ends, police will continue to cite those who fail to comply with the seat belt law. National statistics have shown that the use of seat belts is the single most effective step drivers and passengers can take to protect themselves in a traffic crash. Beginning Wednesday, June 7, researchers for the state Department of Transportation began monitoring drivers from the side of highways to conduct the annual seat belt use survey. The survey will last through June 10. To increase visibility, the researchers are wearing safety helmets and vests. They have orders not to obstruct traffic flow. Veriato noted that Lt. Governor Duke Aiona signed a bill into law Tuesday (June 6) that will require a child safety or booster seat for children through age 7. The law goes into effect January 1. Current requirements end at age 4.
