QUAK"fERLY REPORT
PROJECT TITLE: HCPD YOUTH DETERRENCE/ALOS-02 (08-H-O1)
Priority Area: I Area: Alcohol Countermeasures
The goal of this project is to reduce the number of alcohol related traffic fatalities
involving the under 21 driver by apprehending potential under-aged drunk drivers before
they operate a motor vehicle and by deterring under-aged drinking and driving.
1. Use 1000 hours of overtime for enforcement efforts.
2. Affect approximately 140 arrests of persons under the age of 21 for violations of
liquor laws.
3. Affect approximately 70 arrests of persons under the age of 21 for other violations.
4. Conduct approximately 30 operations targeting Rave Party incidents or large
gatherings in public places.
5. Conduct enforcement during major holidays, graduation, during summer months and
other periods as deemed necessary.
6. Increase contacts with youth under the age of 21.
The Statewide Traffic Commanders Coalition has agreed that youth deterrence projects
should be coordinated statewide.
GRANT PERIOD RESULTS
(FINAL REPORT):
• Conducted 6 enforcement projects in the fourth quarter.
Conducted 43 enforcement projects for the fiscal year.
• Arrested 24 persons under the age of 21 for liquor violations, and 1 arrest of
persons under the age of 21 for other violations during the fourth quarter.
Affected 180 arrests of persons under the age of 21 for liquor violations and 3
arrests of persons under the age of 21 for other violations for the fiscal year.
• 1 arrests of adults for liquor violations in the fourth quarter. Issued 4 citations
during the fourth quarter.
• Affected 7 arrests of adults for liquor violations and 13 arrests for other
violations for the fiscal pear. Issued 4 citations this fiscal year.
Narrative
The goal of reducing alcohol related fatalities for drivers under 21 has been attained.
1"here have been five-under 21 years of age fatalities this year with only one alcohol
involved.
Although compared to 2004, where 6 under aged fatalities were counted, last year there
was one. Our under aged fatalities are up this year to five, but only one is alcohol related.
In the districts where Youth Deterrence Projects were conducted, there were no
alcohol related fatalities.
