Re: Daughters of Hawai'i, $25,000 Grant
Dear Chairman Isbell:
We are very thankful for being awarded the $25,000 Grant for a student educational
program at Hulihe'e Palace and want you to know how appreciative we are. Part of the
educational program includes the fact that this is a very old building and it requires
constant maintenance.
Since the earthquake of October 15, 2006, we would like to give the students a "hands-
on" experience and allow them to use small brushes and actually apply paint to those
lower areas that have been re-plastered. (We will, of course, provide protective covering
for their clothes.) However, we feel that this is an experience they will always remember
and truly understand the tender loving care this palace requires.
We are, therefore, requesting your approval for this additional student experience.
We trust that this will fall in line with the intent of the award.

Re: Grant Funds - Hulihe`e Palace $25,000
Dear Council Member Isbell:
Thank you for your letter inquiring if the earthquake emergency situation would allow the
County's non-profit grant to the Hulihe`e Palace to be used for earthquake repairs rather than
the Children's Program that was planned with these funds.
After conferring with the Corporation Counsel and Finance Director, we do not feel there is
any part of the emergency declaration that covers this situation. The Nonprofit Grants
Program is a Council program, so it is up to the Council to determine what the funds can be
used for. Therefore, we recommend that you confer with Dr. Holschuh as the Chair of the
Human Services and Economic Development Committee and work with him to have the
Council take some sort of formal action to allow this change in proposed use of the grant
funds.

Dear Dr. Holschuh:
I have received your letter of October 31, 2006, concerning the County's non-profit grant to
Hulihe`e Palace. It is understood that the Daughters of Hawaii are requesting that the
$25,000 allotted to them for educational programs at Hulihe`e Palace be redirected to assist in
the repair of earthquake damage to the facility.
As stated in my earlier letter to Council Member Isbell (copy attached), the nonprofit grant
program is a Council program. The exemptions to various requirements and protocols granted
by disaster declarations do not cover this situation. It is entirely within the Council's area of
authority to allow the use of the grant for repairs, and I do approve if the Council acts to allow
this change of intent.

RE: Communication Forwarding the Daughters of Hawaii Award Amendment for Children's
Educational Programs of the Hulihe`e Palace
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai'i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Human Services and Economic Development to the full Council
for immediate action. In reviewing this matter, timely approval is crucial. It is therefore
advantageous that approval is granted and the matter placed onto the next Council agenda for
review. However, in the event this request is denied, for whatever reason, I understand the
matter shall be referred to the Committee on Human Services and Economic Development for
placement on its future agenda.
