Aloha, Council Chairman Higa and Council members:
The agenda for Wednesday, November 15th is absurdly overbooked, but that is another topic.
After so much negative testimony on Bill 309, council members are well aware that the people of Kona are,
by a large majority, against the proposed changes to the General Plan that are being proposed by the
administration for areas E-4 and F-2. Through the CDP process and the recent vote in favor of setting aside
2% of taxes for land preservation, as well as testimony presented to the Council body and Planning
Department over decades regarding coastal and other natural resource protection, it is further obvious that
residents favor protection of conservation areas like E-4 and F-2. Overwhelming input during the Kona CDP
process pinpointed area E-4 as one to stay in protective open, public, coastal space - not a grandiose
urban development like ( or unlike) the one proposed by Jacoby. And Kealakekua Bay pall area F-2...? What
area on Hawaii Island's west side is more spectacular and more revered for its natural beauty, cultural
heritage and environmental integrity? And, as per the CDP and untold testimony in direct relation to the
proposed rezoning of F-2, it is obvious that residents are leery of the rural designation being proposed for
this property which would allow Hokulia-style (rather than true agricultural) development on South Kona's ag
lands.
Council Chairman Higa said it loud and clear: he will schedule hearings in Kona when the issues
they cover are of particular concern to Kona residents. We're taking him up on that promise.
We trust that he will 1) hold a public hearing IN KONA regarding Bill 309 and 2) schedule the second
reading of Bill 309 at a Council meeting IN KONA, no earlier than the one scheduled for December.
Anything else would have the appearance of overzealous support of developers' concerns by the current
council members and premeditated disregard for the will of the People as it was expressed in November's
elections and in testimony regarding this bill.
