Your Committee on Public Safety and Parks and Recreation, to which was referred
Communication No. 936, and attached Bill Na. 300, which amends Chapter 14, Article 1, of the
Hawaii County Code relating to alcoholic beverages, reports as follows:
Communications No. 936, transmitted by Councilmember Bob Jacobson, dated May 30, 2006,
proposes amending Article 1 regarding intoxicating liquors in county parks.
Specifically, the amendments in Bi11300 propose to:
1) Require a permit for alcohol in any County park and Recreation facility;
2) Establish a limited number of narrowly defined sites at which alcohol is allowed with a
permit; and
3) Establish one time period during which permitted alcohol is allowed (12:00 p.m. to 10:00
p.m.).
Your Committee on Public Safety and Parks avid Recreation is in accord with the purpose and
intent of Bill No. 300 and recommends it pass first reading.
