Your Committee on Public Safety and Parks and Recreation, to which was referred
Communication No. 937, and attached Bill No. 301, which replaces Chapter 4, of the Hawaii
County Code in its entirety, relating to animals, reports as follows:
On April 18, 2006, Your Committee postponed Bill 4 (Draft 6) and Bill 258 pending redrafting
of a single bill.
Communications No. 937, transmitted by Councilmember Bob Jacobson, dated June 6, 2006,
proposes to replace Chapter 4 by combining the better elements of Bi114 (Draft 6) and Bill 258.
As reflected in the vote below, your Committee on Public Safety and Parks and Recreation is not
in accord with the purpose and intent of Bi11301 and forwards it to Council with a negative
recommendation.
