No. 22.91/Bill No. 4 (Draft 6) PLACE: Sheraton Keauhou Bay Resort and Spa TIME: 3:05 p.m. Council Chair and Members a Hawaii County Council Hilo, Hawaii 96720 Your Committee on Public Safety and Parks and Recreation, to which was referred Communication No. 22.91, and attached Bill No. 4 (Draft 6), which amends Chapter 4, of the Hawaii County Code relating to animals, reports as follows: Communications No. 22.91, transmitted by Councilmember Bob Jacobson, dated February 1, 2006, proposes the following key amendments to the existing Chapter 4: 1) Provides the County the option of contracting with an "animal care center" for animal control and care services; 2) Establishes aspay-neuter special fund, which will include all license, impoundment and kennel fees and which will also consist of monies from Council appropriations, grants and private contributions; 3) Increases license, impoundment, and kennel fees and establishes a new reduced license fee for dogs with an implanted micro-chip; 4) Standardizes fines; 5) Clarifies what constitutes a noisy dog violation and procedures for enforcement of same; and 6) Broadens powers of enforcement and provides for deputizing livestock owners to prevent attacks on their livestock. Your Committee on Public Safety and Parks and Recreation closed file on Communication No. 22.91 and forwards Bi114 to Council with a negative recommendation.
