• REPORT OF THE <br /> COMMITTEE ON PUBLIC SAFETY AND PARKS AND RECREATION <br /> DATE: June 20, 2006 <br /> Re: Comm. No. 798/Bill No. 258 <br /> PLACE: Sheraton Keauhou Bay Resort and Spa <br /> TIME: 3:05 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Public Safety and Parks and Recreation, to which was referred <br /> Communication No. 798, and attached Bill No. 258, which replaces Chapter 4, of the Hawai`i <br /> County Code relating to animals, in its entirety, reports as follows: <br /> Communications No. 798, transmitted by Councilmember James Arakaki, dated March 29, 2006, <br /> proposes to replace Chapter 4 HCC, with Chapter 7, Animals and Fowl, of the Revised <br /> Ordinances of Honolulu. Wording in Bill No. 258 is adapted to reflect the different jurisdiction. <br /> Bill No. 258 contains provisions relating to the following: cockfighting and related equipment, <br /> animal nuisances, dog licenses, regulation of dogs, public spay and neuter clinic for dogs and <br /> cats, cat identification program, and regulation of dangerous dogs. It also includes provisions <br /> regarding licensed obedience trial, tracking and show dogs, sterilization of cats and dogs, and <br /> regulation of strays and noisy animals. <br /> Committee members expressed concern that Bill No. 258 would need amending to ensure it <br /> reflected the difference in the urban setting on Oahu and the mostly rural setting on Hawai`i <br /> Island.
