Your Committee on Finance, to which was referred Communication No. 1129, reports as
follows:
Communication No. 1129, transmitted by Mayor Harry Kim, dated October 10, 2006, nominates
Mr. William Gilmartin of Council District 6 to the County of Hawaii Public Access, Open
Space, and Natural Resource Preservation Commission.
A resident of Hawaii for 28-years, Mr. William Gilmartin was a biologist with the National
Marine Fisheries Service from 1980 until his retirement in 1996. He currently volunteers as the
Director of Research for the Hawaii Wildlife Fund, and he is a member of the Northwester
Hawaiian Island Reserve Council and the Hawaiian Monk Seal Recovery Team. Of no political
party affiliation, he will serve a term to end December 31, 2011, replacing Mr. John Replogle,
whose term will expire on December 31, 2006.
Pursuant to Article 41, Chapter 2, Section 2-225, Hawaii County Code, there shall be a Public
Access, Open Space, and Natural Resources Preservation Commission, which shall consist of
nine members, appointed by the Mayor and confirmed by the Council.
Your Committee of Finance recommends the confirmation of Mr. William Gilmartin to the
County of Hawaii Public Access, Open Space, and Natural Resource Preservation Commission.
