Your Committee on Finance, to which was referred Resolution No. 492-06, reports as follows:
Resolution No. 492-06, transmitted jointly with Bill No. 352 by Director of Finance William Takaba, via
Communication No. 1134, dated October 10, 2006, authorizes the receipt and expenditure of state funding
appropriated by the State Legislature pursuant to Act 281, Session Laws of Hawaii 2006, for non-school hour
programs for children and youth.
The State of Hawaii Legislature enacted Act 281, Session Laws of the Hawaii 2006, which appropriated, in part,
$52,000 to the above program. The Legislature had found that there is widespread agreement about the
importance of establishing safe, structured learning environments for children and youth during non-school hours
as statistics show that rates ofjuvenile crime, drug use, and experimentation with tobacco, alcohol and sex
increase when older children are lefr unsupervised. These funds will be used by the Recreation Division of the
Department of Parks and Recreation for Spring Intersession programs in communities where 50% or more of the
school students are eligible for free or reduced lunch and for Tour the Island Sport Clinics and camping trips in
each of the five recreational districts: South Hilo, Hamakua/North Hilo/Rural South Hilo, North/South Kohala,
Kona, and Puna/Ka`u.
Pursuant to Section 46-7, Hawaii Revised Statutes, County Departments must obtain the consent of the Council
to enter into agreements with the federal or state governments respecting action to be taken pursuant to any of the
powers granted by law to furnish, expend and receive any funds or other assistance in connection with projects
being or to be undertaken pursuant to those powers.
Some members of Your Committee requested the breakdown of each of the districts prior to the next Council
meeting.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 492-06 and recommends
its adoption.
