Your Committee on Finance, to which was referred Bill No. 354, reports as follows:
Bill No. 354, transmittedjointly with Resolution No. 494-06 by Director of Finance William Takaba, via
Communication No. 1141, dated October 16, 2006, amends Ordinance No. 06-79, as amended, the Operating
Budget, ending June 30, 2007. The amendment is as follows:

These funds from the State of Hawaii Department of Defense, State Civil Defense will be used for the continued
development of three (3) programs: 1) State Homelanu Security Program (SHSP); 2) Law Enforcement Terrorism
Prevention Program (LETPP); and 3) Citizen Corps Program (CCP). The funds, being provided to prevent, deter,
respond to, and recover from threats and incidents of terrorism, are the result of congressional funding for the
purchase of specialized equipment to enhance the capability of State and County agencies to prevent and respond
to incidents of terrorism but also supports "all hazard" preparedness initiatives.
Pursuant to Section 46-7, Hawaii Revised Statutes, and Section 13-13(b), Hawaii County Charter, the Mayor is
hereby authorized to apply for, receive and expend the funds for a Victim Services program.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 354 and recommends it pass first
reading.
