No. 1141/Bill No. 354 PLACE: Council Chambers TIME: 9:00 a.m. Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Bill No. 354, reports as follows: Bill No. 354, transmittedjointly with Resolution No. 494-06 by Director of Finance William Takaba, via Communication No. 1141, dated October 16, 2006, amends Ordinance No. 06-79, as amended, the Operating Budget, ending June 30, 2007. The amendment is as follows: From: 3303.91 Federal Grants -State Homeland Security Program General $ 800,000 3303.92 Federal Grants -Law Enforcement Terrorism Prevention Program $ 100,000 3303.93 Federal Grants -Citizen Corps Program 38 582 Total $1,138,582 To: 0]0.241.5241.53 State Homeland Security Program FY06 General $ 800,000 010.241.5241.54 Law Enforcement Terrorism Prevention Program $ 300,000 010.241.5241.55 Citizen Corps Program FY06 $ 38,582 Total $1,138,582 These funds from the State of Hawaii Department of Defense, State Civil Defense will be used for the continued development of three (3) programs: 1) State Homelanu Security Program (SHSP); 2) Law Enforcement Terrorism Prevention Program (LETPP); and 3) Citizen Corps Program (CCP). The funds, being provided to prevent, deter, respond to, and recover from threats and incidents of terrorism, are the result of congressional funding for the purchase of specialized equipment to enhance the capability of State and County agencies to prevent and respond to incidents of terrorism but also supports "all hazard" preparedness initiatives. Pursuant to Section 46-7, Hawaii Revised Statutes, and Section 13-13(b), Hawaii County Charter, the Mayor is hereby authorized to apply for, receive and expend the funds for a Victim Services program.
