No. 495-06 PLACE: Council Chambers TIME: 9:00 a.m. Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Resolution No. 495-06, reports as follows: Resolution No. 495-06, transmitted jointly with Bill No. 356 by Director of Finance William Takaba, via Communication No. 1143, dated October 16, 2006, authorizes the Mayor to enter into an agreement with the State's Wireless Enhanced 911 board for the appropriation and reimbursement of funds for Enhanced 911 Services for wireless communications. The State Legislature in 2004 enacted Act 159, to amend Chapter 138 of the Hawaii Revised Statutes, Relating to Wireless Enhanced 911 Service For Mobile Phones, for the purpose of enabling appropriate public safety agencies to be provided with a display of a 911 caller's identification and location regardless of the technology used to make and transmit the 911 call when using wireless communications. The State has mandated that all Public Safety Answering Positions be able to identify and locate cellular calls to the E911 Dispatch Centers and the expectation is that all counties, state, and federal E911 locations subscribe to the same software provider as a means to integrate and intemperate across the islands. Act 159 also established the Wireless Enhanced 911 Board under the State Department of Accounting and General Services to administer the amended Chapter 138 of the Hawaii Revised Statutes. The procurement, installation, and implementation of the County of Hawai`i's Wireless Enhanced 911 System will be administered by the Data Systems Department and will be used by the County's Fire and Police Departments. Upon agreement with the County, the Wireless Enhanced 9] 1 Board will provide reimbursement for funds expended toward the reasonable costs to lease, purchase, or maintain all necessary equipment, including hardware, software, and data base provisioning, required to provide technical functionality for Wireless Enhanced 911 Services. Pursuant to Section 46-7, Hawaii Revised Statutes, County Departments must obtain the consent of the Council to enter into agreements with the federal or state governments respecting action to be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds or other assistance in connection with projects being or to be undertaken pursuant to those powers.
