Your Committee on Finance, to which was referred Resolution No. 484-06, reports as follows:
Resolution No. 484-06, transmitted by Finance Committee Chair Virginia Isbell, via Communication No.
1120, dated October 3, 2006, authorizes the sale of Tax Map Key (3)7-6-013:017 as a Remnant Parcel.
The County of Hawaii is the owner of that certain parcel of land, being Lot 1, between Kailua-Keauhou
Middle Road, at Holualoa Is` and 2"d, North Kona, Hawaii, further identified as Tax Map Key: (3)7-6-
013:017.
The County of Hawaii acquired the parcel on January 6, 1969 from L.S. Dillingham, C.W. Carlsmith,
B.F. Dillingham, and Donn W. Carlsmith, for the proposed Kailua Fire Station site.
Then in 1973, the CounTy constructed a new Kailua Fire Station on Palani Road and no longer has plans
to utilize Lot 1 for any of its programs.
Pursuant to Section 2-110(3), Hawaii County Code, "Remnant" means a parcel of land economically or
physically unsuitable or undesirable for development or utilization as a separate unit by reason of
location, size, shape, or other characteristics.
Pursuant to Section 2-111, Hawaii County Code, permits the exchange of real property for private
property. Pursuant to Section 2-1 18, Hawaii County Code, allows for the disposal of remnant parcels.
Originally heard on October 17, 2006, this measure was postponed pending more information.
Resolution No. 484-06, Drafr 2 was referred to Your Committee, dated October 27, 2006, from Finance
Committee Chair V irginia Isbell, who requested to amend the resolution by allowing the County to enter
into a contract with one or more animal humane organizations.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 484-06, as
amended to Draft 2, and recommends its adoption.
