Your Committee on Finance, to which was referred Resolution No. 521-06, reports as follows:
Resolution No. 521-06, transmitted by Director of Finance William Takaba, via Communication
No. 1180, dated October 27, 2006, authorizes the payment of funds of a later fiscal year and
more than one fiscal year for amulti-year lease of real property for public parking in Kainalui,
North Kona, TMK: (3)7-9-07:37.
The Department of Public Works wishes to enter into amulti-year lease for five (5) years for a
parcel of land identified as TMK: (3) 7-9-07:37, in Kainaliu, North Kona, Hawaii. Under this
lease, between the County of Hawaii and Oshima Bros., Inc. (a.k.a. Oshima Store), the County
will be allowed to construct a temporary off-street public parking lot.
This proposal will provide additional public parking spaces to aid in the replacement of on-street
parking that the Department would like to temporarily disallow (time-limit parking) during a
proposed test to disallow on-street parking during the AM & PM peak traffic periods; and 2)
partial removal and adjustment of the undesirable perpendicular parking, fronting Oshima Store.
This test and adjustment will aid in the removal of the undesirable parking and allow smoother
traffic flow, especially through these congested areas.
Funds would be budgeted in future fiscal years to cover the anticipated costs.
Pursuant to Section 10-I 1, Hawaii County Charter, any contract, lease or other obligation
requiring payment of funds from the appropriations of a later fiscal year must be approved by
resolution.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 521-06
and recommends its adoption.
