As the newest department in the County of Hawaii, the Department of Environmental Management
continues to review and establish the necessary staffing levels to carry out its duties and responsibilities.
Three new positions have been identified and are being requested at this time, which include a Business
Manager to provide common oversight for all of the Business Services Section's functions and to help to
establish new policies and procedures as well as to improve and keep exiting policies current; and a
Contracts Technician and a Clerk III to improve the timeliness and efficiency of drafting and processing
the department's contracts. Funding for these positions and related costs will come from the increase in
administrative charges derived from the Sewer, Solid Waste and Vehicle Disposal Special Funds.
Communication No. 1038.1 from Mayor Harry Kim, dated August 24, 2006, which states that at the
Council Finance Committee review of the recent audit of recycling contracts by the Legislative
Auditor's office, it was agreed by Administration and Council that adequate administrative and support
staff must be provided to the Department of Environmental Management so it can do its job property.
