No. 1038/Bill No. 330 PLACE: Council Chambers TIME: 10:35 a.m. Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Bill No. 330, reports as follows: Bill No. 330, transmitted jointly with Resolution No. 440-06 by Director of Finance William Takaba, via Communication No. 1038, dated August 22, 2006, amends Ordinance No. 06-79 amended, the Operating Budget, ending June 30, 2007. The amendment is as follows: From: 3401.46 Environmental Mgmt Dept Admin Charges General $117,192 Total $117,192 To: 010.671.5671.01 Environmental Mgmt Salaries & Wages General $104,922 010.671.5671.02 Environmental Mgmt OCE $ 3,270 010.671.5671.06 Environmental Mgmt Equipment $ 9,000 Total $117,192 As the newest department in the County of Hawaii, the Department of Environmental Management continues to review and establish the necessary staffing levels to carry out its duties and responsibilities. Three new positions have been identified and are being requested at this time, which include a Business Manager to provide common oversight for all of the Business Services Section's functions and to help to establish new policies and procedures as well as to improve and keep exiting policies current; and a Contracts Technician and a Clerk III to improve the timeliness and efficiency of drafting and processing the department's contracts. Funding for these positions and related costs will come from the increase in administrative charges derived from the Sewer, Solid Waste and Vehicle Disposal Special Funds. Communication No. 1038.1 from Mayor Harry Kim, dated August 24, 2006, which states that at the Council Finance Committee review of the recent audit of recycling contracts by the Legislative Auditor's office, it was agreed by Administration and Council that adequate administrative and support staff must be provided to the Department of Environmental Management so it can do its job property. September 6, 2006 Page 2 A motion to approve was made and seconded, followed by a vote by the seven Members in attendance. The final vote, as reflected below, prompted the Committee Chair to forward this measure to the full Council with a negative recommendation.
