Your Committee on Finance, to which was referred Bill No. 336, reports as follows:
Bill No. 336, transmitted by Director of Finance William Takaba, via Communication No. 1057, dated
September 5, 2006, amends Ordinance No. 06-80, as amended, the Capital Budget, ending June 30, 2007, by
adding the following project:
PUBLIC WORKS:
Kaumana Drive Flood Protection -Federal 110.299.5299.62 $50,000
Funds for these projects shall be provided from:
Federal Grants Receivable $50,000
Previously, the U.S. Department of Agriculture, Natural Resources Conservation Service (MRCS) had
provided $300,000 to the County of Hawaii for reimbursement of consultant fees necessary to prepare a
plan to provide flood protection to homes along Kaumana Drive between Chong Street and one-half mile
above Wilder Road. The work is to be based on the Waipahoehoe Stream flood analysis completed by the
NRCS in 2003. The NRCS is now providing these funds to meet the consultant's fee proposal and the extra
work specified within it.
Pursuant to Section 10-6(d), Hawai`i County Charter, the Council may amend the Capital Budget for that
year with atwo-thirds vote.
There was no discussion on this measure.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 336 and recommends it pass
first reading.
