REPORT OF THE
COMMITTEE ON FINANCE

DATE: October 17, 2006 Re: Comm. No. 1100/Res. No. 471-06

PLACE: Council Chambers

TIME: 9:00 a.m.

Council Chair and Members

Hawaii County Council

Hilo, Hawaii 96720
Your Committee on Finance, to which was referred Resolution No. 471-06, reports as follows:
Resolution No. 471-06, transmitted jointly with Resolution No. 472-06 by Director of Finance
William Takaba, via Communication No. 1100, dated September 26, 2006, authorizes the Office
of the Mayor to enter into an agreement with Honoka`a Elementary School for the
implementation of the Promoting Alternative Thinking Strategies (PATHS) curriculum.
The Office of the Prosecuting Attorney has been awarded Title V: Incentive Grants for Local
Delinquency Prevention Program federal funding, through the State Office of Youth Services,
for the implementation of a community delinquency prevention program that addresses bullying

prevention. Early and persistent anti-social behavior was identified as a priority risk factor in
Hawaii County. The community delinquency prevention program was offered to each school

complex, and Honoka`a and Waiakea Elementary Schools have agreed to participate in the
Promoting Alternative Thinking Strategies (PATHS) curriculum. The PATHS curriculum
facilitates development ofself-control, emotional awareness and interpersonal problem-solving
skills, and reduces aggression and behavior problems.
Pursuant to Section 46-7, Hawaii Revised Statutes, county departments must obtain the consent
of the council to enter into agreements with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 471-06

and recommends its adoption.
smc
raves rvoes n&e ex Respectfully submitted,
ARAKAKI X
HIGA x COMMITTEE ON FINANCE
HOFFMANN X
HOLSCHUH X
[KEDA X
ISBELL X
,IACOasoN x VIRG IA ISBELL, CHAIR
rlLACO X FC REPORT NO. 343
SAFARIK X ADOPTED: OCT~O
