Your Committee on Finance, to which was referred Communication No. 1109, reports as
follows:
Communication No. 1109, transmitted by County Clerk Constance R. Kiriu, dated
October 13, 2006, authorizes the acceptance of donations from Ms. Geraldine Embernate.
Ms. Geraldine Embernate has graciously donated a State of Hawaii flag to the Office of the
County Clerk-Elections Division, to be displayed together with the American flag in the
Elections Office display window at the Prince Kuhio Mall. The value of this donation is
estimated at $20.00.
Pursuant to Article XIII, Section 13-12, Hawaii County Charter, the Council, on behalf of the
County, may accept gifts or donations of personal property.
Also, pursuant to Chapter 2, Article 3Q, Section 2-162(c), Hawaii County Code, any donation or
gift which does not fall within the capitalization procedures of the Department of Finance shall
be submitted to the Council by letter for its approval.
A letter of appreciation will be sent to Ms. Geraldine Embemate, 101 Aupuni Street #507, Hilo,
Hawaii 96720, acknowledging this generous donation.
There was no discussion on this measure.
Your Committee on Finance recommends the acceptance of the State of Hawaii flag from Ms.
Geraldine Embernate.
