Subject: Bill 246
Councilmen and Councilwoman,
Please accept this email as testimony in support of Bill 246 amending the Subdivision Code. The present process
is fair and responsible. The Planning Department has not abused the authority it has assumed. Requiring the
amount of information that is represented by the present letter of the law would not enhance the decision making
ability of the Planning Department or the Council, but will require vast amounts of additional money spent by
Developers upfront before the actual public input is received. This would actually have the opposite effect the
opponents of this measure intend by causing Developers to be more heavily invested, both economically and
emotionally in the plans presented prior to input both from the County agencies and the public. This new
interpretation would also specifically have a negative impact on all but the very largest developers since the
upfront costs could far out way their ability to obtain financing for the 'soft costs' required under the new
interpretation.
I urge the Council to support Bill 246.
