Testimony on Animal Control Bill 4 - Oppose, Bill 301- Oppose, Bill
258 - Support
Dear Chairman Higa and Members of the Hawaii County Council:
We have addressed the Hawaii County Council on numerous occasions in
the past, offering detailed opposition to Bills 4 and 301. We will refrain from
repeating our rationale here. Basically, our concerns centered on coherency,
misunderstanding of animal behavior, enforceability, and fairness to dog
owners as a particular class of Hawaii residents.
By comparison, Bill 258 is a well written document, devoid of the onerous
and unenforceable requirements contained in the prior attempts to amend the
existing county animal control ordinance. While we still have reservations
on the fairness of dog owners carrying an inequitable financial burden in the
operation of animal care agencies, we support Bill 258 as a reasonable
compromise ordinance.
We thank Councilman Jacobson and his staff for keeping us informed on the
progress of the animal control measure, Councilman Arakaki for suggesting
an alternative approach to an impasse, and Councilman Holschuh and Jon
Henricks for their considerable and comprehensive effort to adapt the
measure to our island environment.
We urge the Council to pass Bill 258, Draft 2, and bring this lengthy
discourse to a satisfactory conclusion.
