Testimony on 318 and 319:
Please continue to support 318 and 319.
The concepts of concurrency and moratorium are not inextricably linked.
If a developer requesting approval for a project addresses concurrency issues with proposed solution for
the infrastructure impacts, there need not be a moratorium on that particular request.
It might be a good idea for the council to work with various commissions to develop a list of issues a
developer should address.
