Aloha mai members of the County Council,
I support Bill 318, an ordinance amending Chapter 25, Article 2, Division 4, Section 25-2-44, Hawai'i County Code
1983 (2005 Edition) relating to conditions on change of zone, and Bill 319, an ordinance amending Chapter 23,
Article 2, Division 1, Section 23-13, Hawaii County Code 1983 (2005 Edition) relating to large scale
developments.
I would ask that the Bills be amended to change the minimum traffic level of service to be "C", rather than the
proposed Level of Service "13".
