Aloha Chairman Higa and all County Council Members,
We are concerned about Resolution 430.
If this really does not do anything but direct the Planning Director to conduct a feasibility study of an
Interim Amendment Procedure, it seems that is okay.
However any amendment that reduces public participation we are very much against.
We do not believe the Council should be able to make amendments on the floor, bypassing the checks
,it would
and balances of the current General Plan procedures. This is most concerning to us because
seem to swim against the direction we're going with the various communities CDP's. Powo the

RESOLUTION 430
Initiates an Interim Amendment to County General Plan, Relating to Amendment Procedures.
• Directs the Planning Director to conduct a feasibility study of the Interim Amendment
Procedures
• Reduces public participation, director and commission interim amendment review process
from 210 days to 90 days
• Attempts to give the Council authority to make amendments "on the floor" and bypass checks
and balances in current General Plan procedures.
