Requested Meeting
Aloha Chairman Higa, and Council members,
My name is Secil Boyd, and I represent the Hawaiian Utility Co-op, (HUCO). We
would like to request an opportunity to make a short presentation at the
upcoming Council meeting on Tuesday, 10-31-06.
We represent a new potential regarding an alternate energy source called the
"PowerNet". In step one, this source will allow the Big Island to become "energy
independent" regarding its electrical energy grid, and ground based
transportation. Step two provides the ability to convert the excess electrical
energy production into hydrogen fuel. The Big Island will then become an energy
exporter supplying the rest of the state, and eventually the Pacific Rim.
In addition, HUCO plans a mass transit system known as the "Super Rail". The
Super Rail will be powered by the Power Net system and will move people more
efficiently than any mass transit system that has come before. It will also provide
the conduits for raw electrical energy, telecommunications, fresh water, and
sewage. It will combine five of our basic utilities into a single utility infrastructure
grid that will serve the entire island.
By combining these five basic utilities, we will improve all of their individual
efficiencies. We will also increase their longevity, and reduce the maintenance
requirements on a daily basis. The ability to combine and share the utility right of
ways in conjunction with the Super Rail's intrinsic modular design reduces the
need for additional land upon which to construct the rail infrastructure.
HUCO is not asking the County for any money, or funding. We wish to create
what Governor Lingle calls a "Public Private Partnership", where no state or
county funding is required, but where both industry and government work
together to accomplish a specific goal.
In this case the goals will be, energy independence, energy exportation, and
eventually the creation of the most advanced mass transit public utility system in
the history of our planet. The HUCO/PowerNet plan will allow Hawaii to become
a major player regarding hydrogen exportation throughout the Pacific Rim. The
revenues generated from hydrogen will allow us to implement not only the Super
Rail, but also solutions for many other pressing social challenges.
We respectfully request an opportunity to present a more detailed perspective of
the HUCO/PowerNet plan, and the potential it represents to us all.
