<br /> <br /> <br /> <br /> <br /> <br /> November 15, 2006 <br /> <br /> RE: (Disapproval) Bill # 258 <br /> <br /> Bill # 258 Animal Control <br /> <br /> <br /> Hawaii County Council Members, <br /> <br /> I have reviewed this bill, and find it to be very deceiving with many hidden <br /> <br /> <br /> purposes. It seems the main purpose of this Bill is to repeal Chapter 4 <br /> <br /> ( relating to animals) of the Hawaii County Code, and establish a new <br /> <br /> chapter dictating more activist control and greed for higher revenues. <br /> <br /> <br /> Giving the Human Society enforcement powers is unthinkable, they are <br /> <br /> contracted to care for and control animals, they are not and should never be <br /> <br /> considered law enforcers in any way. <br /> <br /> <br /> I humbly ask all Council Members to vote " NO" on <br /> <br /> <br /> Bill 258, or at the very least, please defer it to the new <br /> <br /> Council Members, so it can be more closely reviewed. <br /> <br /> <br /> Thank you, <br /> <br /> 'J / <br /> <br /> Gerard Silva <br /> HCR-2-Box 6859 <br /> Keaau, Hawaii 96749 <br /> <br /> <br /> <br /> <br /> Comm.
