Suggestions for Section 4-16. License fee,
Make available the option also for pet owners who wishes to pay a one timethe; life filial pf their
dog, and or biennial, The onetime fee (suggested discount) could be $15.00.
Council Member James Arskai, introduced Bill 258 on March 29, 2007 clearly had an understanding of
the need for a discounted spay and neuter for dogs and cat with County financial assistance.
I request that Section 4-30 of the original Bill 258, Section a & b Authority for clinic and fees be put
back into the now 258, draft 3. Except the fees adopted from Oahu where too high and should reflect our
present discount coupon cost, Le, "for a neutering of a male cat, $25.00 and not the Oahu 540.00.
EBT card should be allowed, with a minimal charge of $20.00. This is one of many ways to prevent
unwanted animal litters. Don't forget, dogs & oats are needed for security and to keep the rat population
in check. They are also helpful for human wellness (i.e. keeping blood pressure down, etc.) Denying the
use of EBT, will perpetuate animal overpopulation
On 258, draft 3 - Article 5. Cat Identification Program -
(1) Is missing the word (or) after the semi-colon.
(2) ear tag- needs to be clarified. Does it also mean ear tattoo, ear tip/notch?
Article 7. General Animal Welfare.
(2) Abandons any animal, dog, or cat.
I am worried that this may be used against the Trap-Neuter-Release programs. TNR is accepted
Nationally, as well as on Oahu. These good - Samaritans are going out rescuing these mostly domestic
felines, paying for their medical care, spay/neuter to stop animal overpopulation, and once returned to the
area theca colonies are followed up on a daily basis with food, water, medical care, and caring. Hence it is
not abandonment. Also as a reminder, these cat colony areas are keeping the rat-offspring from
becoming more of an economical problem.
This is so important to keep in mind, we have an incredible animal overpopulation, and our HIHS
shelters are too small for this over population, plus them is an extreme high ongoing euthanasia rate (over
80.5/0). Everyone wants to lower this, and the only and true method is to make available fine or truly
discounted spay/neuter coupons. This is a Federal, State & County problem. Going out on animal round
ups to kill these animals is not and has shown not to be the solution. We are the Aloha Stste, and we must
protect this image with truly humane methods for the animals.
