SUBJECT: COMMUNICATION #571.01 (RES. 186) AND
COMMUNICATION #571.02
This is in response to your memorandum of November 24, 1997
regarding the above communications which have been agendized
for the neat Committee on Finance meeting scheduled for
December 2, 1997.
r_n p S UNIVERSAL HIRING SUPPLEMENTAL PROGRAM
Grant amount: $375,000 (75~ federal funding with
a 25$ County match)
Effective Date: Upon filling of the positions for a
three year period.
This grant involves five new Community Policing Officer
positions. They have been tentatively earmarked for the
districts of Hamakua, South Kohala, Kona, Kau and Puna,
one each respectively, as we indicated in our earlier
letter of November 18, 1997 to your office.

This grant involves nine new Community Police Officer
positions. They have been tentatively earmarked for the
districts of:
South Hilo 1 *
Kona 3
South Kohala 3
North Hilo 1
North Kohala 1
Total: 9
If approved, this will afford representation in ALL districts
and bring the total number of Community Policing Officers
to 23, and assignments to the following districts:
South Hilo B
Kona 7
Puna 2
South Kohala 2
North Hilo 1
Hamakua 1
Kau 1
North Kohala 1
Total 23
* Note: One each from South Hilo and Kona will
eventually be reallocated to serve as
supervisors of the program in East and
West Hawaii respectively.
These personnel allocations were based in part on crime
incidences and projected trends and population both estimated
and de facto.
We will have representatives available to answer any questions
on these grants at the Finance Committee meeting.
