Thank you for the opportunity for me to express my opposition to Bill No.
305 pertaining to the rezoning of 2 parcels of land on Laukapu St.
You have heard many times over the impact that a 24 unit townhouse or any
other multiple type structure would have on the Quality of life of this
neighborhood.
You have heard the Planning Commission recommendations against such a
project because of the negative impact to quality of life, such as population
density, inadequate infrastructure, neighborhood disruption to safety and
well-being, and unacceptable levels of traffic without adequate street and
sidewalk improvements.
The intention of the Council and Planning Commission reviews show that as
recently as 2005, there was a conscious, deliberate, and thoughtful
discussion in the General Plan regarding taking into account suitability
factors in the rezoning process. How is it that this very council can change
its thorough and thoughtful planning review to allow such an oddity as a
group of townhouses in the middle of a residential single structure
neighborhood. How is it that in one year of stating that rezoning as the
primary method for changing allowed uses of land that MUST be consistent
with the General Plan, now doesn't have to be so?
I ask the Council to seriously consider that following with regard to even
considering passing this rezoning request:

1. It goes against the very law enacted by this Council, and the Council is or
should be obligated at least to follow the simplest and basic intent of the law
that it passed;
2. The intent of the Council and the purpose of the Planning Commission is
to gather information and make thoughtful recommendation on behalf of the
public interest, not on behalf of personal interests;
3. That practical considerations of additional traffic, of potentially 48 more
cars on a road that barely accommodates two cars, with no sidewalks, no
drainage, no increased security, no improved common grounds for parking
and potential of increased noise levels, and no future plan to make such
improvements and no clout of the council to follow through to make such
improvements a requirements is unacceptable and inefficacious.
I ask you to do the right thing by the neighborhood, by the people of the
community, and do the right thing in the best interests of the intent of the
law and the General Plan.
