We are transmitting a copy of the resolution and three copies of the map for your favorable consideration. A transcript of the hearing and testimony by Clarence A. PRESENT: Eddie Alonzo ABSENT & EXCUSED: Richard Baker Kevin M. GOLDSTEIN: So that would be Ane Keohokalole Highway, Puohulihuli Street, and Keanalehu Drive. ALONZO: Is there any public testimony? Please come forwazd. YAMASATO: Mr. Chairman? ALONZO: Yes. YAMASATO: Before you proceed, we have a written testimony I'd like to read into the record. This is from Clazence Medeiros. He's going to testify but he wanted me to read it into the record because he only has this one copy. And this is from Clazence A. Medeiros, phone number is 328-9035, and it's addressed to the Planning Commission. And it states that, "1. As a member of the family of the Ana Keohokalole who was my great 4 back aunty was my great 4 back grandmother, Keliiuela, daughter of Aikanaka -see our geneology chart, sister -She was mostly known as Ana," and that's A-n-a "by Kamakau and it says here, "Fornaader papa II another, -and older generations. Ane A-n-e "is short for Anela meaning angel in Hawaiian by John Mokuohai, my grandpa. Born in 1850's lived with us until 1940 - Ana was her known name. Ana would be more~appropriate because Hawaiians had many names. One was more outstanding and used in that person's life. Ana Keohokaloli instead of Ane." We also have a, in your folder, a letter from the State Housing Financing Development Corporation, HFDC dated October 10, 1997, which did review the proposed street names for the Villages of La'i'opua, Phase I. And in that particulaz letter, they had stated that the spelling is correct, as verified by Ms. Silva and as shown on the Table 22 of Native Land and For iPn Desires by Lilikala, K~rne'eleihiwa (Bishop Museum, Honolulu, Hawaii). Than?; you, Mr. Chairman. ALONZO: Questions? Commissioner McIntosh? MCINTOSH: No, do I understand that what you want to do is change A-n-e to A-n-a? MEDEIROS: Can you heaz me, no? ALONZO: Yes. MEDEIROS: Yeah, because ALONZO: Can you give your name and address. I'll swear you in. Please raise your right hand, both of you. Do you swear to tell the truth on this matter of the Hawaii County Planing Commission? NG: I do. MEDEIROS: Yes. ALONZO: Name and address. MEDEIROS: You see, I kind of feel sorry for the (Commissioner Balog azrived at this time, 6:39 p.m.) NG: Your name and address. MEDEIROS: Oh, my name is Clarence A. Medeiros, Sr. I come from Honokua, South Kona. I was born there in 1928. My mother was Hawaiian and my father was -2- ~ , Portuguese. My mother is related to Ana Keholokalole. That's her grandmother's sister. By the same father Aikanaka, if you can follow my chart there. MCINTOSH: (Nodding affirmatively.) MEDEIROS: This Aikanaka had, with his wife Kamae he had Keohokalole with Keliiaukai, my grandma, he had Kekua and Keliiuela. If you go down the chazt Keliiuela married Kuwalu and got Puhalahua. Are you following me? MARTINSON: (Nodding affirmatively.) MEDEIROS: Puhalahua married Kanika, my great grandma, and had Mokuohai and his other sisters and brothers, Kanamu, Ana, Keanani and Keolanui, and Kauhewa. And then John Mokuohai married to Kaehamalalce who was an Elemakule and got my grandma Abigail, which was Abbie; and Abbie married Willie Parker and had my mother and my Uncle Chazlie. And, you know, no, so, yes, that's right. You know, my grandma, I mean, Abigail married Willie Pazker and had Leihulu Mokuohai and Chazles Mokuohai. And my mother married Frank Medeiros and got us eight children. But our Grandfather John Mokuohai was born in the 1850s he knew his aunty Keohokalole and they only called her Ana and because Ane is short for Anela which is angel in Hawaiian. And like in some of the land cases I believe the Hawaiians had three names, some had four names; and they were usually called by one name, in pazticulaz, which was not a real last name or first name but maybe the middle name. So since we were familiaz and the older people aze familiar with Ana we would think that maybe this Ana could be inserted or maybe in parenthesis or something. I'm not opposing the name Ane but I would like to have it so that the people would know that they're talking about the same person when they print out, say Ana instead of Ane. Because Ane could mean, in other words, some people call Annie, A-n-n-i-e, Ane, you see, Ane. And so I'm just asking the Commission, if it's possible, as a member of her family, to put Ana as her name. Thank you. TANAKA: Mr. Chairman, I have a question. ALONZO: Commissioner Tanaka. TANAKA: So her certified name is Ane, A-n-e, is that corr~.,t. But she was referred to or often called Ana? MEDEIROS: I'm not sure if she had a certified name. Because it was, sometimes, like in the case when my Great Grandfather was called Kealohapauole but his last name Kahunaaina. He went all through all his life with Kealohapauhole, even in the certified books. So I don't know if it was a certified name or it was just that, maybe Kauikeaouli who did the, give out the Mahele when cut short the name Anela to Ane. I'm not sure. -3- TANAKA: But we have documentation from the HFDC. And if they're talking about the right person, their records and the table shows Ane. MEDEIROS: But also you look in the books of Kamakau it shows a lot of Ana in there. Kamakau is supposed to be the authority in all these things, and the Fornander and Papa II. ALONZO: Planning Director. GOLDSTEIN: I'm just trying to recollect how she's listed in the Mahele Grants. MEDEIROS: I think under Ane. GOLDSTEIN: Ane. MEDEIROS: That's why I said maybe Kaukeole cut the name short from Anela. GOLDSTEIN: I don't, it's, I think it's up to you Commissioners. But the alternative is not to put Ane or Ana and just put Keohokalole, which would be correct. MEDEIROS: I guess maybe you gotta put both, one in parenthesis, and the other. Because a lot of people know of her as Ana, GOLDSTEIN: You know, I think the explanation that you gave about people having more than one name, I think that's true. So, you know, and it depends on who, right? MEDEIROS: It depends on who. GOLDSTEIN: Who called, well, family or outside, or at different times of their life they had different names. Like even Liliiuokalani had a different name MEDEIROS: That's right. GOLDSTEIN: At her early stage of her life. And so I think it depends on who, yeah. MEDE:i20S: Yeah, depends on who. Yeah, but if yoga gay Ane is correct, then some of the people that knew her as Ana all their life could not think that's the same person because they never heard of Ane before. I never heard of Ane until this thing came on. ALONZO: Commissioner Tanaka. -4- TANAKA: I just wondered if Public Works, you know, when they're designing and installing these street names if there's a certain limitation as far as size and the amount of alphabets, yeah; otherwise, the thing might be three feet long, huh. GOLDSTEIN: As a matter of fact, by policy, I believe there is a limitation on the number of letters that can be carried; and that's why I'm suggesting it. Because I think if we do Ane (Ana) then it would also be too long. That's why I was kind of suggesting, well, maybe not put the first name. MEDEIROS: Yeah, yeah, most of them don't have first names, just Keohokalole. GOLDSTEIN: Yeah, Keohokalole. MOSHER: Yeah, I think that's good. TANAKA: I would make a motion, then, Mr. Chair, that we strike the Ane and it would be revised to say Keohokalole Highway. GIANNINI: Excuse me. ALONZO: Yes. GIANNINI: Don't you have to refer this to the Council? GOLDSTEIN: Yeah. GIANNINI: And suggest that they amend it? GOLDSTEIN: Yeah. MEDEIROS: Because actually that's her first name, Keohokalole. Her father was Aikanaka. ALONZO: Kimo Ng. ;1G: Do I have to repeat my home add~.;ss again? ALONZO: No. NG: Okay, Kimo Ng. The reason I'm testifying on this behalf is simply because I've known Clarence Medeiros ever since I fast came to Kona in 1972. He has been a mentor, not only in Hawaiiana but also in agriculture, for me. And what, the kupunas who knew her was by Ana, and they relate to her because she was the mother of the last reigning -5- a • monarchs in Hawaii as Ana. And I would like for, to have the kupunas, at one time, be able to realize who this woman was by her surname. I believe that Claeence just mentioned to me that it doesn't matter if we win or lose because it's the same person. Ane is, again, as he explained cut short of Anela, which is sort of a nickname, so to speak. And I think Ane would, if you were to look at Ane as its true meaning would not refer to this woman as Anela, where Ana would be more appropriate, I believe, in this respect. True, the Great Mahele has her as Ane but it should have been Anela. And because of, and out of respect for the kupunas, as Clarence says, the younger people would know her as Ane because they did not know her true name as Ana. So on just that note, I would think that the Ce~~mission would recommend the change of the name. And, again, it's not to dispute our books on Hawaiians and their surnames, except that I've been called all kinds of nicknames too and some of them stick with me. I hate to be remembered by some of them when I pass. So, that's all I have to say. Thank you. GOLDSTEIN: If ALONZO: Planning Director. GOLDSTEIN: If I may make a suggestion, and I think we'll do it any way, is that this resolution will actually be adopted by the County Council, and so what we do here is also a recommendation to them. So what we can do is to forwazd all of this discussion, so that there is this, the both names is also, up to them to hear and to understand. MEDEIROS: One more. I've talked to Lilikala a few times and she seems to be a good writer, a very good writer of books; but she reads other people's; and she doesn't know too much geneaology so she asked me for my geneaology and I sent it to her. She's a good writer though, but ALONZO: Commissioners? TANAKA: Mr. Chairman, I would propose that, like Planning Director Goldstein had mentioned this is a recommendation to the County Council. And maybe I would withdraw my earlier motion and revise it by saying that we propose to adopt the resolution for these street names. The remaining two aze straight forwazd but on the Keohokalole maybe we'll just send them our discussion and let them decide. JVe'll just put down, I propose that we send then Ane (Ana) Keohokalole Highway, and they can figure out what they want to do. BALOG: Second. ALONZO: There's a motion by Commissioner Tanaka, and second by Commissioner Balog, that we send a proposed resolution, as read, by inserting Ana in parenthesis and have the County Council further discuss the matter. We request that the names below be reserved for roadways within the Villages of La'i'opua. Enclosed is a plan of the Villages of La'i'opua which gives an overview of the location of roadways to be named. Names are recommended for their historical association with the ahupua'a of Kealakehe. Names requested are as follows: Mid-Level Roadway Ane Reohokalole Highway Ane Keohokalole was the original grantee of the ahupua'a of Keahuolu, where the referenced road will ultimately begin. She was the mother of Queen Liliuokalani and King Kalakaua, and grandmother of Princess Kaiulani. Road D Puohulihuli street Peak located at the boundary between the Kealakehe and Keahulolu ahupua'a. Road A Reanalehu Drive Peak located at about the 500' foot elevation within the Village 3 property. Means, literally, "the ash cave."
