Dear Mr. Yuen, (Planning Director) Nov,23 2006 I am writting with concern for Bill 258. If you have the time please take a look at this Bill 258. Please help the County Council to amend the wording in Section 4-7 (B) of this Bill 258. Animals need open spaces too. The wording in this Bill is very prohibitory to any one who owns animals; and the Natrual Sounds they make. Specialy if you live Near some one who dose not feel the same. I strongly feel that the Planning Dept. needs to have some input on this Bill before it becomes a Law.As to where animals may be animals; allowing for Reasonable, Natrual behaviors. Most people who own animals, do not intend on being Nuisance to their neighbors. I feel with the coperation of the Planning Dept. to outline acceptable tollerable noise levels ; and land areas where animals can animals; to be able to make Natrual Sounds. Imposing stricter punishments upon people is not going to quiet the animals. I agree that some degree of noise abatement is needed for Urban areas. Here on the Big Island we have come to a time where Geographicly Life Styles are becoming interwoven.Our unique island and all who live here need to find a way to preserve what it means to live in hawaii. The wording in Section 4-7 (B.) is refreed to several times through this Bill 258.
