RE: Bill 251 (D-2): AGAINST Re-zoning A-5a to RA-la Kona parcels: 375-003-007, 008, 009
Greetings,
Thank you for this opportunity to express my views on Hawaii County planning issues. My interests
include preserving open space, watersheds, native flora and fauna ecosystems that support rare and
endangered species found nowhere else on the planet, and to preserve the warm, spirited culture of old
Hawaii, well into the future. Thank you for your support for the Open Space initiative. I have found
there is strong support for open space preservation, in my work with the Puna CDP. It is successfully
bringing people together in an effort to preserve these common interests.
Meanwhile, planning, zoning, rezoning and new developments continue being processed, permitted
and built. I am concerned at the number of bills introduced that are requests for higher density zoning.
In some cases it is okay or even makes sense, such as Bill 342, since the land affected is in the middle
of town and close to the University.
Bill 251 on the other hand, should NOT be approved. I am opposed to rezoning these properties
from A-5a to RA-la. Open space above the highway should remain open. Agriculture lands should be
retained for agriculture. Rezoning agricultural lands to urban, residential, commercial, or subdividing
agricultural lands should be strictly regulated, in most cases forbidden, in the County General Plan.
It is my hope that the County Council place conservation and agriculture considerations at the top of
your land use priority lists, before considering any new building developments, and decline any density
raising proposals to change zoning until the CDP's have had a chance to make recommendations.
