There are still some issues tt should be amended or revised. 1. The high fines and jail terms. 2. Article 2 4-11 C-3 "even if the animals involved in the offenses differs", people in Hawaii like to keep and raise different types of animals. If this part is left in, soon some people won't have any animals left to enjoy or admire. Some of these complaints are coming from people because of feuds and feuds escalate at times where somebody might bet hurt or even worse. 3. Article 5 4-26 "provocation", with provocation should be protected from Article 5 4- 31 because of 4-26 provocation. 4. Article 6 "cat identification Program"; cat, like dogs should be licensed the same. Cats are one of the most causes for animal nuisances among dog and poultry as defined in 4-4. 5. Section 4-37 "sterilization of cats neutered of spayed cat roam and causes as mentioned above also they kill livestock and wild birds even bird on the endangered list sprayed, neutered or not, they hunt and kill. 6. Article 4 "Regulation of dog cats should also be added to this article or somewhere else where it will be more suitable. Cats should be fined the same as dogs and other animals. Reasons: cats also rip open trash bags, defecate under houses and non sprayed or neutered cats cause a lot of ruckus when mating which causes animals to react and make noise. They also mark their territory by spraying urine which stinks very badly and also spread diseases and parasite (fleas, mites, etc.) 7. Article 8 "Dogs, cats and animal pounds" Section 4-48 " quarterly reports required should include petitions from public asking if job done by enforcement agencies satisfactory, fair or poor let the public be the judge of this section too. 8. Bill 258 should include the feeding of feral cats. It should be outlawed and persons caught feeding feral cats on public property and property not owned by feeder fined the same as "animal nuisance". By feeding feral cats it encourages more cats to gather in the area and encourage the multiplying of the feral cat population, the feral cat population is out of control already. Humane Society can't keep up with this situation already. I've heard that cats are all over the Keaau transfer station right next to the Humane Society. By making it a crime it should deter people from encouraging the multiplication of feral cats. And again who's to say that some of these straying cats aren't the cause of some of the auto accidents, that by reaction of the driver to avoid hitting these cats they loose control or cause an head on accident that no one survived with no witness or because of darkness of night and bad weather.
